Club Rules

Junior Members

1. Members’ attention is drawn to Article 11 of the Club’s Articles of Association which provides as follows:

(a) The General Committee shall have power at their discretion to grant playing privileges to the children of Members, or to members of the household of Members under the age of 25 years and shall likewise have power to withdraw the said privileges. They shall be known as “Junior Members” divided into such categories as the General Committee shall determine. The subscription payable by the Member whose child or members of his household has been granted the aforesaid facilities shall be such sum, for each category of Junior Members, as the General Committee shall decide from time to time.

(b) The General Committee shall have power at their discretion to restrict, or to withdraw, the right of children of Members, or members of the household of Members, under the age of 25 years to use the facilities of the Club.”

Definition

2. In these Junior Members Rules, unless the context otherwise requires:

(a) “Blue Bag Tag Holder” means a Junior Golf Member who has obtained a handicap index of 22.3 or under for boys off the men’s tees and 32.7 for girls off the Ladies’ tees and in the opinion of the Director of Golf is ready for Club Competitions. He or She should also have a full knowledge of the rules and etiquette of golf.

(b) “Provisional Blue Bag Tag Holder” means a Junior Golf Member who has obtained a handicap index over 22.3 for boys off the men’s tees and over 32.7 for girls off the Ladies’ tees in the opinion of the Director of Golf has full knowledge of the rules and etiquette of golf.

(c) “Orange Bag Tag Holder” means a Junior Golf Member who, has not obtained a sufficient handicap to be a Provisional Blue Bag Tag Holder but has passed a competence test administered by one of the Club Professionals and who, in his or her opinion, has a sufficient knowledge of the rules and etiquette of golf.

(d) “Green Bag Tag Holder” means a Junior Golf Member whose parent is a full or nominee member.

(e) “Purple Bag Tag Holder” means a Junior Golf Member whose parent is a 5-Day member.

(f) “Club Facilities” means all facilities in the Club other than Golf Facilities.

(g) “Committee” means the General Committee of the Club.

(h) “Golf Facilities” means the golf courses and practice areas.

(i) “Junior Golf Member” means a child under the age of 25 who subject to these rules may use all the facilities of the Club including the golf courses upon payment of the appropriate monthly subscription.

(j) “Junior Social Member” means a child under the age of 25 who subject to these rules may use the Club Facilities but may not play golf.

(k) “Professional” means the Golf Professional and the Assistant Professionals.

(l) “Responsible Person” means an adult Member of the Club who has been entrusted with and has agreed to be fully responsible for the safety and behaviour of a Junior Member at all times when such Junior Members parents are absent. Such Responsible Person shall, for the purposes of these Rules, be deemed to be the parent of such Junior Member, irrespective of his own status, and the provisions of Rule 7 in the Bye-Laws shall apply. This person may not be a private servant.

(m) “Weekend” means Saturday and Sunday, and shall also be deemed to include all statutory Public Holidays.

(n) “Weekdays” means Monday to Friday inclusive (except Public Holidays).

3. Any child visiting the Club and wishing to use any of the facilities, subject to these rules, must be registered with the Club and the appropriate subscription has to be paid in order to become a Junior Golf Member. The Committee has the absolute discretion to grant or refuse such permission and if such permission has been granted the Committee has the absolute discretion to withdraw such permission at any time.

4. Members are obliged to register details of all their children as soon as they are born.

Parent’s Status Applicable to Junior Members

5. The right of a Junior Member to use the Club Facilities and Golf Facilities is dependent upon the status of his parent, e.g. a child of a Five-Day Member would be subject to the restrictions which apply to a Five-Day Member in addition to any other restrictions contained in these Rules. These Rules must accordingly be read subject to this overriding proviso.

Parents Responsible for Children’s Chits

6. Children of Members under the age of 12, may not sign chits. Parents will be responsible for the payment of all chits signed by their children who are Junior Members.

Monthly Subscription

7. The monthly subscription payable by a Junior Golf Member and a Junior Social Member is such sum as shall from time to time be determined by the Committee.

Application for Adult Membership

8. (a) A Junior Member may, on attaining the age of 18 years, be proposed for membership of the Club. A Junior Member’s rights under these Rules shall not be prejudiced or otherwise affected by any such proposal until either he becomes a Member or he reaches the age of 25 years.

(b) Registered Junior Golf Members will at the discretion of the General Committee be granted some advancement on the waiting list for membership which will depend on the length of time they were registered as a Junior Golf Member.

(c) The Committee has the absolute discretion to grant or refuse such permission to register a Junior Member and if such permission has been granted the Committee has the absolute discretion to withdraw such permission at any time.

General

9. It should be noted that:

(a) Special Food

A Member may bring on to the Club premises special food not normally available at the Club for children below the age of 3.

(b) Outdoor Games Except Golf

Junior Social Members may play outdoor games, other than Golf, only on such parts of the Club premises as the Committee may at its absolute discretion set aside for the purposes and subject to these Rules.

(c) Golf Tuition

A Professional at the Club may at his discretion give golf lessons to a child of a Member of any age on any day at any time.

(d) Membership Card & Golf Bag Tag

All registered children over the age of 6 should submit a passport photograph and obtain a membership card and a bag tag if they are a Junior Golf Member.

(e) Priority

Adult golfers have priority over Junior Members in whatever category at all times when using the Club’s facilities and Junior Members must give way on the Courses.

(f) Dress

Junior Members must observe the Club’s dress code at all times and dress appropriately, particularly on the Courses.

Rights and Restrictions

10. Registered Junior Members are not entitled to:

(i) propose or second any candidate for membership of the Club;

(ii) introduce any Guest or Visitor to the Club without the consent of the General Manager; and

(iii) except as otherwise provided in these Rules, book starting times in advance at Fanling or at Deep Water Bay.

Categories Classification

11. Pursuant to Article 11 of the Club’s Articles of Association (as set out in Rule 3 above), the Committee has divided Junior Members into three broad categories by age as follows:

Category 1 : children below the age of 6;

Category 2 : from the age of 6 up to 11 inclusive;

Category 3 : from the age of 12 to 24 inclusive.

Category 1 (Children Below The Age Of 6)

12. Except as otherwise provided in these Rules, all Junior Members in Category 1 may use only such Club Facilities as shall from time to time be determined by the Committee at its absolute discretion provided that they are at all times accompanied by and under the supervision of one of their parents (subject nevertheless to Rule 5 above) or a Responsible Person.

Children in this Category may use the driving range and short game area at Fanling, and also the practice nets and chipping green at Deep Water Bay at quiet times throughout the year (Monday to Sunday). They are not permitted onto any of the Courses. Those children wishing to use the above facilities must be registered as a Junior Golf Member and be accompanied by and under the supervision of one of their Parents or a Responsible Person or a Professional at all times.

Category 2 (From The Age Of 6 To 11 Inclusive)

13. (A) Junior Social Member (Non-Golfing)

Junior Social Members in Category 2 may;

(a) At Deep Water Bay

(i) Use the changing rooms, the side verandah facing the 1st Tee, the designated areas of the Fairway Grill on the Ground Floor, the Chinese restaurant on the 1st Floor, the children’s playground and the adjoining putting green (see Swimming Pools Rules in the Bye-Laws) provided that they are at all times accompanied by one of their parents or a Responsible Person and subject always to Rule 5.

(ii) On Sundays and Public Holidays, Junior Members in Category 2 may use the main terrace area facing the putting green until 3:30 pm provided that at all times they are accompanied by one of their parents or a Responsible Person.

(b) At Fanling

(i) Dining or Other Rooms

Use whichever of the dining or other rooms as are designated by the Committee from time to time. (Particulars of the rooms available to them will be obtainable from the General Office of the Club).

(ii) Games Room or Other Areas

Use any games room or other area set aside for them.

(iii) Accommodation

Use overnight accommodation as long as they are accompanied by one of their parents or a Responsible Person. This accommodation cannot be reserved by a Junior Member.

(iv) Pool

Use those parts of the Swimming Pools not reserved for other use (see Swimming Pools Rules in the Bye-Laws) provided that they must at all times be accompanied by and under the supervision of one of their parents (subject nevertheless to Rule 5 above) or a Responsible Person.

(v) Mixed Lounge, Verandah, Spike Bars, Billiard Room/Bar, Gym, Quiet Rooms, Card Room, Mahjong Room & Putting Greens in front of the Verandah Excluded

Children in this category are not permitted to use the above facilities unless special permission has been given by the General Manager or the Committee.

(vi) Changing Rooms

Children in this category may not use the Main Clubhouse Changing Rooms but should use the Poolside Changing Rooms.

14. (B) Junior Golf Members

Junior Golf Members in Category 2, in addition to the facilities mentioned above:

(a) At Deep Water Bay

(i) May use the Practice Range before 8:00pm and the practice nets and chipping area at any time throughout the year.

(ii) May play golf on the Course on Weekdays between 9:00 am and a teeing-off time of 5:00 pm but they must be off the course by not later than 6:00 pm and may play on Saturdays between 9:00am and 1:00pm throughout the year. They are not permitted to play on Sundays and Public Holidays.

(iii) They must be accompanied by and under the supervision of one of the parents or a Responsible Person or a Professional at all times.

(iv) May not practice on the putting green in front of the main terrace area.

(v) Prohibition

May not play or practice at any other time (unless accompanied by a Professional) and in addition may not play at any time when the Course is reserved. They have no standing on the Course.

(b) At Fanling

(i) May play golf after 2:30 pm on any Course on Weekdays (excluding Public Holidays) and after 3:00 pm on Weekends and Public Holidays throughout the year provided they are accompanied by and under the supervision of one of their parents or a Responsible Person or a Professional.

(ii) May not play golf at any other time except where special permission has been granted by the General Manager or the Committee.

(iii) May not practice on the putting green in front of the Verandah unless special permission has been given by the General Manager or the Committee.

(iv) May use the Practice Range and the short game area only if they are accompanied by and under the supervision of one of their parents or a Responsible Person or having a lesson from a Professional.

Category 3 (From The Age Of 12 To 24 Inclusive)

15. (A) Junior Social Members (Non-Golfing)

Junior Social Members in Category 3 may:

(a) At Deep Water Bay

Use any part of the Club Facilities except, if under the age of 16, they may not enter the main downstairs Bar at any time.

(b) At Fanling

Those members in this category under the age of 16 may not use the Mixed Lounge, Spike Bars, Billiard Room/Bar, Quiet Rooms, Card Room, Mahjong Room, Main Changing Rooms or occupy sleeping accommodation at the Club without the consent of the General Manager unless they are accompanied by their parents. Members under the age of 14 may not use the gym.

16. (B) Junior Golf Members

Junior Golf Members in Category 3 may in addition to the facilities mentioned above:

(a) At Deep Water Bay

(i) May play golf unaccompanied if age 16 or over from 9:00am on Weekdays and between 9:00am to 1:00pm on Saturdays (Sundays and Public Holidays excepted). Under the age of 16, playing on the Course must be accompanied by one of their Parents or a Responsible Person or a Professional at all times.

(ii) May use the Driving Range, Putting Greens and Practice Nets at any time throughout the year. If under the age of 16, the usage of these facilities has to be accompanied by one of their Parents or a Responsible Person or a Professional at all times.

(b) At Fanling

At Fanling, provided they are aged 16 or over or are accompanied on the course by one of their Parents or a Responsible Person or a Professional at all times, may:

(i) during the Summer Season (1 May to 30 September inclusive) play on any Course at any time.

(ii) during the Winter Season (1 October to 30 April inclusive), play on any Course:

– at any time on Weekdays;

– after 3:00 pm on Weekends and Public Holidays.

(ii) the above is subject always to the normal restrictions as to Course usage as may then be in force

(iii) throughout the year, use the Practice Range, Short Game Area and the Putting Greens at any time. Usage of these facilities for age under 16 has to be accompanied by one of the Parents or a Responsible Person or a Professional at all times.

Additional Golfing Privileges

(Blue Bag Tag, Provisional Blue Bag Tag and

Orange Bag Tag Holders)

17. A Blue Bag Tag Holder, Provisional Blue Bag Tag Holder and an Orange Bag Tag Holder may apply to the Committee through his parents for additional golfing privileges over and above those set out in these Rules. The granting of such additional privileges is, however, in the absolute discretion of the Committee based on the recommendation of the Director of Golf of the Club. The Committee may, in its absolute discretion withdraw the same without giving reasons.

18. The Non Golfing Privileges of all Tag Holders are subject to the same Rules laid out for the Categories 2 and 3 above.

19. The Additional Golfing Privileges of all Tag Holders are as follows:

(a) Blue Tag Holder

Blue tag holders are permitted to play in Club Competitions. They may reserve starting times on weekdays except public holidays if the individual is 16 or over.

At Deep Water Bay

(i) May use the Putting Green, Chipping Green, Practice Nets and Driving Range unaccompanied at any time throughout the year.

(ii) May play unaccompanied on the Course after 9:00am at any time throughout the year.

At Fanling

(i) May use the Putting Greens, Short Game Area and Driving Range unaccompanied at any time throughout the year.

(ii) May play unaccompanied at any time (subject to Rule 5 above) during the week except Spouse and Juniors Restriction Times during the Winter Season on Saturdays between 1:00 pm and 2:30 pm and on Sundays and Public Holidays between 8:00 am and 9:00 am and between 12:00 noon and 2:00 pm save and except that these restrictions do not apply to courses designated as the “non-handicap course”. Exceptions to the above are in the absolute discretion of the General Manager and Committee.

(b) Provisional Blue Bag Tag Holder

Provisional Blue Bag Tag Holders are not permitted to play in Club Competitions but are otherwise granted the same additional golfing privileges except playing on the Courses and usage of all golf facilities at Deep Water Bay and Fanling if age under 16, has to accompanied by one of their parents or a Responsible Person or a Professional at all times. They are also subject to the same restrictions as apply to the Blue Bag Tag Holders.

(c) Orange Bag Tag Holder

Orange Bag Tag Holders are not permitted to play in Club Competitions (see playing conditions under Orange Bag Tag Rules).

At Deep Water Bay

(i) May use the Chipping Green, Practice Nets at any time and Driving Range before 8pm throughout the year. They must be accompanied and supervised by one of their parents or a Responsible Person or a Professional at all times.

(ii) May play golf at any time after 9:00am provided that they are accompanied by one of their parents or a Responsible Person or a Professional at all times.

(iii) May not practice on the putting green in front of the main terrace.

At Fanling

Refer to the Junior Rules as set out in categories 1 to 3.
